Can't rev past 5000 on the stand

Hello, I've been trying to fix up my first road bike, gl500I and it's been a learning process. Right now I pulled the carbs because I thought I may have reversed the jets when cleaning/putting back together. Not the case. I thought my problem may have been a fuel problem because the engine seemed to lose power like I had hit the kill switch until it fell under/about 3000 RPM and then sputter back to life. It mocks me, any thoughts?

I'd suspect the carb floats are out,

Balance them at the engine idling speed.

Measured the floats, ~ 14 mm for both carbs so I replaced both FNV. Runs fine, now my water pump cover leaks. :(

It's only a rubber seal.If it's not damaged you can seal it with silicone gasket sealer.Get the carbs out of the way and remove all the bolts and carefully prise it off and you should be able to see.

Had it off, thought the seal might just be dirty. So I wiped it all down and cleaned up all the mating surfaces, threw it back on: leaks worse. Gasket was looking a little squarish and chewed up in places. I bought some gasket maker, Permatex Ultra Blue,  and I guess that's the next step. I just spent the last three hours trying to re-drill an easy-out out of my Brake MC assembly (it wasn't easy) because the brake reservoir screws were both snapped off flush with the aluminum. Those are now fixed, bigger and happy.

Relating to my water pump cover, when I had it off, I noticed that my impeller is all rusted up. Is this a problem? I had the bike warmed up and the temp never went past the first increment, floating just below or before the "E" in "TEMP".

Should I be changing out the mech seal while I have it open? I've never done that, I'd need to order some in. If yes,    

Edit* I just read up on shep's method, will the innards of the Yamaha 11H-12438-10-00 mech seal fit in my GL500I? End Edit*

Oh, That's what a weep hole does.... I just got smarter, don't answer my "do I need to replace the seal" question... it should have been obvious. I didn't realize that that was my problem in the first place. I'm still wondering if I'm safe to order those Yamaha seals though, they'll work in a 81 GL500I correctly?

Man, I've read so much about this mechanical seal that it's as if I can hardly wait for mine to die. Good luck, Shep makes it sound easy and probably is.

correct.when you order it,buy two,incase you mess one up.remember the adhesive in the yammy seal takes more heat to release.be pacient

No harm in it being rusty but I'd give it a wire brush and I treat mine with  some rust eater/converter type stuff,

And I use a bit of thread lock on the 10mm domed nut.As for the seal unless you source a new one take it off and boil it in a pan of water(don't let the pan boil dry).The synthetic rubber has memory and boiling it can put some of the elasticity back into it.Then put a liberal amount of silicone sealer into the cover groove but let it go off for a good half hour in a warm room.Then place the seal onto that.It will raise the profile of the seal and help seal the cover.Apply some to the top as well as you fit.
