Put the bike back together and find that the temp gauge is parked on the high side. I tested the 7v regulator and one from a parts bike and they both reduce current to 7v. I am using the gauge cluster from the parts bike so the gauge should be good. Ideas? oil light comes on with key, then off once bike is running.

Disconnect the green/blue wire from the temperature sensor mounted at the thermostat and set the ignition switch to the on position.
Is the gauge still parked on the high side?
Measure the voltage on this wire with it disconnected from the sensor.
If the gauge becomes parked on the low side and you measure 7 volts on the wire, the sensor is likely bad.
If you measure near battery voltage on the wire, the 7 volt regulator is not working properly. Since you've already tested the regulator itself the likely problem would be a bad ground connection on the regulator.
If you measure near zero volts on the wire, the wire itself is likely pinched to ground at some point.

I would recomend to anyone with any motorcycle that is over 15 years old, to go through the electrical connectors and use de-ox it or any cleaning/ dielectric compound to clean and re establish any dicey connections.
Things like chassis grounding points are usually suffering some corrosion due to different metals being joined at that point, just like the top of your battery will.
It's sometimes an intermittent ground that will give mechs fits. I have had this issue more than once. I usually just replace the lug and file up some new shiney metal where it attaches. Some truck lite dilectric compound and Voila, demons be gone!!! well, sometimes anyway...

Another quick test you can do on the actual temperature sender unit.Put your meter on the 2K setting and one side to the green and blue wire to the sender and the other to ground.Should read around 650 Ohms.This will not tell you if the sender unit is performing correctly through it's temp ranges but will tell if it's kaput if it's way outside that reading.

I am thinking sender unit. Most likely it didn't like being underwater. Will test it and see what I get.

Turns out it was the gauge itself that wasn't working. I tested the wires like DaveF noted and nothing, tested the line for continuity and got a reading so figured the wire was good. Had a thought and powered up the parts bike and got a reading with my old set of flooded gauges. Moved them over and darn-it if I didn't get a reading at the sensor. Go figure, the flood ones work, but the ones on the parts bike don't.
