650 E shut down

So I found a 650E on Calgary Kijiji, that could be had for $700-$800.
Owner says it is not running, BUT was just recently.

He was riding down highway,pulled over to tighten helmet, then bike would not start.
He is a young lad in school, who got this semi-rebuilt bike from his uncle 2 years ago.

His uncle did a bit of work to revive it to proper running order, and honestly from pic looks quite nice.

The owner says he does not have the knowledge/money/time to try and repair, but has a feeling it could be the cam chain/tensioner.
How he knows this, I did not ask. He says it turns over, has spark, but won't run.

My question is, even if this is a catastrophic failure of the worst kind, would it still be worth the $700 or so in parts?

I know these are a rare find, and it may be something simple to repair, but you never know, and my troubleshooting/repair knowledge is limited.

But man is this tempting, cause I sure like the looks and really like the idea of a 650.

Thing is its a 2.5 hour drive from here to look at it, but could very well be worth it.

Hmmmmm.......

If all the pieces are there (bodywork etc), It's a steal.  Again consider tires/brakes and other roadworthy considerations, go for it.
